City approves Ordinance 10-1213-01
Council members reviewed Ordinance 10-1213-01 establishing regulations for peddlers and solicitors and voted approval of the ordinance.
This ordinance states that it shall be unlawful for any person to peddle, solicit, hawk, sell or take orders for or offer to take orders for any goods or services in the following places in the city:
On any public street or alley or traffic island or within twenty five feet of the following facilities:
- Automated teller machines
- Entrances and exits of banks, credit unions, or other financial institutions
- Exterior public pay telephones
- Self service car washes
- Self service fuel pumps
- Public transportation stops
- Or at any residence which has exhibited in a conspicuous place upon or near the main entrance to the residence a sign containing the words “No Solicitors”.
Police Chief C. V. Johns reported 146 calls to service in November. There were five traffic warrants issued, 1,159 hours worked by regular and part time officers, 140 hours worked by reserve officers and 40 hours of K9 training.
For the month of November the animal control officer worked 18 hours and received 3 calls. There was 1 citation given, 3 warnings given and 18 hours worked.
The municipal court received 375 citations issued by the police department. The department cleared 15 warrants and issued 361 collection letters. No warrants were issued.
The fire department combined with EMS worked 24 calls for the month of November.
Dean Carrell (public works department) opened discussion regarding Well #1. He told how they decided to blast out the pump because of stoppage. They were concerned wether the pump could take it but it worked and now they have a lot more water at our disposal. He stated that he felt because the blasting worked so well that now we will have several more years of use of of the well.
The council listened to Carrell and decided to have a discussion and call a meeting to make a decision on whether to use the well as is or opt for upgrades.
The council tabled discussion regarding setting a called meeting with South Ellis County Water Supply to discuss the water request by Texas Best Smokehouse.
City council member Mark Souder, Sr. commented on how well the Christmas Parade and Festival went this year. He complimented the park board and the city on how spectacular it was.
Mayor Jackson also commented on the Christmas Parade and Festival. He said how professional the festival was organized and how beautiful the parade was.
The council also approved minutes from the previous meeting, monthly bills and earned compensatory time.
