EDC discusses demolition and reconstruction of community center

The meeting began with the roll call. Mark Stiles, Mark Souder, Sr., Randy Boyd, Elmerine Bell, Tom Little and Darrell Rosemond were all present. Joyce Hobbs was absent.

Minutes were approved, bills and all other checks received since the last meeting were also approved.

The financial report was discussed and sales tax revenue for the month of January was $4,752.68.

Judy Rowe had a citizen’s comment. Judy said she attended an Italia DeTour meeting and said the main discussion of the meeting was the parking in Italy. They were hoping we could have marked areas for parking and volunteers directing them to the parking areas. She said they were expecting about a thousand cars in town and thirteen to fifteen hundred bike riders on June 18th. Mark Stiles (president) said Judy could check with Mrs. Moreland at the high school because she was always looking for community hours for her honor society students and maybe could volunteer to help with the parking and other needs.

Daryl Ratcliff, CEO of Green Bandana Group made a presentation regarding grants. Ratcliff said writing this grant would take about a twenty hour process and would cost approximately five hundred dollars. After much discussion Mark Stiles asked Mr. Ratcliff if he would prepare a proposal and present it at next month’s meeting.

Gary Burton of Burton Engineers talked about what needed to be done for the community center and what it would take to get the project going. He said the project costs are estimated as follows:

  • Complete demolition and disposal of approximately 7,150 square feet of the two story building and foundations including mezzanine area — $36,000.00
  • Re-route utilities/disconnect — $2,500.00
    • Subtotal for contractors — $38,500.00
  • Design/oversight/final report — $7,500.00
  • Structural engineering fee (site visit/recommendations/final report) — $3,000.00
  • TDSHS Notification — $60.00
  • Project Management — $1,500.00
    • Subtotal for engineering fees — $12,060.00
    • Contingencies — $4,940.00
    • Total project cost — $55,500.00

It was explained that the estimated costs for complete demolition and schedule are contingent upon the outcome of the structural engineering inspection.

The consensus of the board members pertaining to what the community center will look like, was that the building front should stay the same as it is as much as possible and that the inside area should be nice and possibly have a multi-purpose area.
